How to use “Request to Speak”.

The 2024 legislative session has begun. Bills are being proposed and voted upon by your state House members and Senators. Wouldn’t you like some input to the process? Wouldn’t you like to tell your representatives how you would like them to vote on the various pending bills?

Well you can!

RTS is “request to speak”, a system set up by the Arizona Legislature that allows you to comment on pending legislation. Wait – you don’t have to actually appear at public meetings of the legislature and speak if you’re the shy type. You can still use the RTS system to notify your legislators how you wish them to vote on bills being considered - and all from the comfort of your web browser.

The process is not difficult, but can require some patience.

Register for RTS
The first thing you need to do is register for an account on the Arizona Legislature’s RTS system. This involves logging into the system one time from physical kiosks located in Phoenix at the State Capitol or in Tucson at the legislature office there.
If you don’t feel like taking a field trip to those cities to register, don’t worry! There are organizations you can contact that will register for you, and it’s perfectly legal. EZAZ.org is one. They will be happy to do the footwork to get you registered. Sign up with them here: https://www.ezaz.org/rts. Click the AZ LEG RTS SIGN UP button.
Once you have been logged in at one of those kiosks one time, your account will be registered and you can use the RTS system from any internet-connected computer anywhere.

Using RTS to express your opinions

Process for Bills Scheduled for Committee Hearings:

1. At your home computer, go to https://apps.azleg.gov/Account/SignOn

2. Sign on using the e-mail address and password you or someone used for you when you were registered at the capitol in Phoenix or in Tucson.

3. Choose “Request to Speak

4. Choose “New Request” from the Request to Speak menu found on the left-hand side of the page.

5. The easiest and fastest way to find a bill to comment on is to enter the bill number at “Search Phrase”, then click on the “search” button.

6. The search results page comes up

7. At the bottom right, click on “Add Request”

8. Choose your position from the three provided: For, Neutral, or Against.

9. Next, choose whether you actually want to be present at the hearing and speak. Your choices are: Yes, No, or Only if Necessary. Most of the time you will be choosing “No”.

10. Next, go to the comments section and state your opinions, but this is optional. Keep in mind these are public comments, for the record. Everyone has access to these comments. Anything you say can and will be used against you in the court of public opinion.

11. Next, click on “Submit” and you are done. Now you may start the process again for the next bill you wish to testify on.

Even though testimony may not be rendered on bills that are not scheduled for committee hearings, we may still register opinions up or down.

Here is how:

A. Follow steps 1-3 above

B. For step 4, instead of “New Request”, choose “My Bill Position” from the menu found on the left-hand side of the page

C. On the screen that comes up, indicate the bill number and your opinion up or down.

D. Click on “Add”. You are done.

Repeat these steps for every bill you wish to register an opinion on.

While the legislature is in session, both The People’s Lobbyist and EZAZ.org can keep you apprised of new bills coming up every week for votes, and give you their recommendations for how our representatives should vote. You can use those recommendations to inform your own votes in RTS.
